Summary: This program provides culturally appropriate service options to families with children who can remain safely in their homes, or in their communities, in addition to children and families who can be safely reunited. The goals of ISRS are to provide a combination of concrete safety and strengths-based change services that will lead to lasting safety changes within the family’s home. Services are designed to protect children, stabilize the family, and assist parents in establishing linkages to formal, informal, and natural supports and resources so that a child can remain safely with their family without further intervention of the Oregon child welfare system. ISRS supports crucial child welfare initiatives to increase percentage of children remaining safely at home after a child safety threat is identified and decreases length of time children spend in foster care. ISRS allows for culturally and linguistically appropriate approaches to reduce the disproportionate placement of children of color in foster care as well.

• Services are expected to be delivered in the family's home and provided when family members are at home and most likely to increase child safety or augment the in-home safety plan. This could include early morning, mealtime, or bedtime.
• Clients will be identified by the Department of Human Resources, Child Welfare Division.
• Services to be provided include, but are not limited to:
• Budgeting
• Parenting Skills
• Anger Management Skills
• Child Development
• Skills to maintain clean and safe homes.
• Hygiene
• Nutrition
• Meal Planning
• Connecting with Community Resources and advocacy
• Will maintain a caseload of 5-7 families at any given time.
• Will provide services 1-5 times per week, depending on the family’s needs.
• ISRS workers are always available (unless on vacation) by cell phone for their clients.
• ISRS workers will maintain regular communication with family’s caseworker.
• Attend and actively participates in staff meetings, quarterly review meetings, staff trainings, and any other meetings assigned by supervisor.
• Assists with the transportation of clients during the program day. Must have a valid Oregon Driver’s License and meet agency standards for vehicle safety and insurance coverage.
• Establishes and maintains appropriate therapeutic relationships with program clients and family members.
• Assists clients in the development of healthy and age appropriate interpersonal, self- control, and decision-making skills.
• Render’s objective observations of client behavior, emotions, relationships, and responses. Reports these observations to other treatment team members and documents appropriately, using agency approved procedures.
• Functions well as member of the treatment team through clear and consistent communication, implementation of decisions, and an overall positive attitude toward client and co-workers.
• Uses therapists and Program Manager as resources and consistently communicates to clinicians their concerns regarding the clients.
• Establishes and maintains professional relationships with agency co-workers.
• Establishes and maintains professional and cooperative relationships with other social service and educational agencies in the community.
• Consistently demonstrates professional work habits.
• All paperwork is completed in a timely manner.
• Is consistently attempting to enhance level of job knowledge through outside readings, workshops, in-service, and course work where applicable.
• Upholds all ethical policies to which the agency subscribes.
• Carries out other tasks as assigned by supervisor.

ISRS Goals for safety and change:

• Safety Services are Sufficient to provide immediate child protection:
• Children will be safe while remaining in their own home or will spend less time in foster care.
• Re-abuse or neglect of children is reduced.
• Change Services will help to resolve safety threats so that no further DHS Child Welfare involvement is necessary at the close of the case.
• Improved Parental Protective Capacity: Services are focused on reducing core child welfare issues (such as substance abuse, domestic violence, mental illness), and will build on existing protective capacity in the family.
• Parents are included in developing interventions and assessing change leading to a safe home environment.
• Provider reports will include evidence of noticeable or measurable improvement of parenting capacity
• Self-Management: The family will be able meet their child’s basic needs through an established support system consisting of family, neighbors, friends, and community resources to reduce the causes of child safety threats. These include ongoing participation in Mental Health, Domestic Violence or Addiction services, respite services, community health nursing programs and other ongoing parenting supports from schools, cultural and religious organizations.

Safety and Change Services provided by ISRS:

• Safety Services: The ISRS provider is expected to provide safety services identified in the DHS Protective Action or In-Home Safety Plan.
• Supervision and monitoring child safety by direct observation.
• Stress reduction.
• Basic parenting assistance.
• Respite care.
• Social/Emotional support.
• Safe housing assistance.
• Food/Clothing/Basic needs.
• Assistance to access emergency medical, mental health or addiction services.
• Stabilization of home environment assuring child’s needs for stability.
• safety from potential abusers and dangerous home conditions; or
• Monitoring and supporting family’s self-managed safety.

Change Services may include:

• Crisis Intervention services to address the crisis of disclosure, CPS assessment, and concerns when a significant family member leaves the home.
• Motivational Interviewing, Collaborative Problem Solving, Cognitive Behavioral therapy, and Parent–Child attachment coaching sessions.
• Basic Home Management Skills.

Education: Must meet Oregon State (OARS) requirements and MHACBO certification as a "Qualified Mental Health Associate (QMHA)," meeting one of the following qualifications:

• Bachelor's degree in a behavioral science field; Or
• A combination of at least three years relevant work, education, training, or experience.

Experience: Experience to demonstrate the competencies to identify precipitating events:

• Ability to communicate effectively.
• understand mental health assessment, treatment, and service terminology and apply each of these concepts.
• Implement skills development strategies, and identify, implement, and coordinate the services and supports identified in an ISSP.
• Preferred experience: Previous experience working with adults diagnosed with mental illness or any disability group preferred.

Certificates, Licenses, Registrations: Valid Oregon driver’s license, insurable driving record. Driving is a requirement for this position. Proof of insurance must be provided to the HR department. Coverage must remain current. Personal automobile insurance is required if clients are transported, or any agency business is conducted by the employee using his/her personal vehicle. Must meet the requirements to become MHACBO QMHA Certified. Certification must be maintained for the length of employment.
