We are seeking an experienced consultant with deep expertise in the Low-Income Housing Tax Credit (LIHTC) program to assist with a strategic review of the Qualified Contract (QC) disposition process for a specific property in the state of Tennessee. Project Scope: 1.Confirm and document the step-by-step QC process in Tennessee under THDA (Tennessee Housing Development Agency) oversight, including: o Submission requirements o Timeline and agency response obligations o Interpretation of "qualified buyer" rules o Recent policy updates or agency discretion o Risks to successful QC execution o Evaluate a specific property to determine any factors that could delay or block market conversion 2. Calculate the expected Qualified Contract Price per IRS guidelines, including: o Equity basis and CPI-adjusted return o Qualifying outstanding debt (can provide information for this) o Any Tennessee-specific adjustments or precedents Ideal Candidate: • Direct experience with LIHTC compliance, disposition, or syndication • Familiarity with THDA’s processes and staff a major plus Deliverables: • Written memo summarizing the QC pathway, risks, and strategy • QC price calculation workbook (Excel or Google Sheets) • call summary or Q&A session to walk through findings Apply Job!
